Its CEO, Liliana Fernández, and its founder, Agustín Pavón, bring extensive qualifications and experience in handling and resolving administrative procedures.
Her specialization in the import of high-end vehicles and her relationships with Public Administration (Traffic Headquarters, AEAT, Commercial and Property Registries, regional bodies, Immigration Office and Maritime Authority, among others), as well as her knowledge of Spanish legislation, have positioned the brand among the best boutique firms to represent its clients.
Liliana Fernández is an Administrative Manager, Lawyer and Corporate Legal Advisor, responsible for processing matters before the competent public bodies and representing citizens before any Public Administration.
Academically, she graduated in Law from the University of Málaga, later completing the Master’s Degree in Legal Practice and passing the corresponding exam, which granted her access to the legal profession at the beginning of 2020.
During the same period, she completed at the Catholic University of Murcia the Master’s Degree granting access to the profession of Administrative Management, and she is currently a registered member of the Málaga College of Administrative Managers.
Recently, she completed the Master’s Degree in Corporate Legal Advisory from the University of Málaga, and she also holds an MBA and an Expert Certificate in Entrepreneurship from the renowned The Power Business School.

Her professional career began in 2018, while she was still studying for the Master’s Degrees in Legal Practice and Administrative Management, when she started working as a paralegal in a renowned boutique firm in the capital. There, she performed high-level business tasks, which provided her with letters of recommendation.
Later, she worked for a year at the office of the renowned lawyer María José Rodríguez, a specialist in Family and Criminal Law.
Her extensive knowledge in Family Law and Mediation, after completing her university-level expertise at the Málaga Bar Association, now enables her to direct divorce agreements and regulatory agreements between parents, as well as inheritance and incapacity procedures.
At the same time, she trained as an expert in Arbitration, which allows her to act as a judicial arbitrator. This training brought her closer to the field of Maritime Law, drafting contracts for the sale of vessels and ships, and advising several beach clubs in the Marbella area.
After COVID-19, she decided together with her partner to create the firm and registered trademark Libra Administrative Management, which quickly positioned itself ahead of some of its most renowned competitors in the market.
She specializes in the high-end automotive sector and immigration procedures, two of her most requested services.
She represents her clients in all types of procedures necessary to invest and reside on the Costa del Sol. Liliana handles not only administrative but also legal procedures.
Agustín Pavón, the founder of the Libra brand since 1975, is recognized among his clients for his extensive professional experience in the automotive sector.
His reputation on the Costa del Sol, which has grown over the years, has led him to register vehicles for well-known personalities in the province.
He not only participated in the famous Gumball 3000 races and registered some of the cars competing in them, but has also worked for renowned personalities who spend their summers in Marbella’s Golden Mile, La Zagaleta, Sotogrande and the Gibraltar area.
